If your ancestor never became a US citizen, you’ll need a Certificate of Non-Existence to prove it. This document is sometimes referred to as a CONE or Certificate of No-Naturalization.

The Certificate of No-Naturalization should only be ordered after performing a formal index search to confirm no existence of a naturalization record. If you choose to proceed without first running an index search, the U.S. Central Immigration Services and Now Citizens cannot issue a refund in the event a record is located.
